In this essay I examine how a municipal- and an independent upper secondary school compare to the ideal types the Company and the Political organization and how that affects the school practise as it?s described in policy documents. The conclusions are that the municipal school on a number of variables correlate to the ideal type the Political organization. At the same time the school reforms of the 1990s are considered as an intention to ?companylize? the municipal school and a number of tendencies how that have affected the municipal school are shown.

When it comes to the priority of a project proposal, a variety of factors is affecting theoutcome. In the municipal sector, factors of non- economic nature appears to be particularlyimportant when the organization is not intended to be profit-making.This study's research question is What problems can occur around an energy-efficiencyproject proposal in a Municipal Organization? The purpose of this study is to gainunderstanding of what possible problems an energy efficiency project proposal mayencounter, in the municipal implementation process as well as the problems of a changingownership can bring.To conduct this study, the method was qualitative in nature. We have cooperated withVarberg Energi AB and Varberg kommun, which has stood as respondents for the empiricalbasis of the study. In this study, we have conducted four personal interviews.In this study, we have found that there may be several problematic factors associated with anenergy-efficiency project proposal in a Municipal Organization.

This thesis concentrates on the organization surrounding the school transports in Norrköping and its surrounding areas. It is a qualitative research based on interviews with four different groups that is included by this organization, local municipal officials, entrepreneurs, school personnel and youths depending on this service. I have used organization theory as a theoretical base. In my study it became clear to me that this is a complex and multifarious organization. The many different actors sometimes make it hard to survey all the different parts of the organization.

Abstract: A public service sector in constant reformation is a common phenomenon in Sweden. This also includes the municipal care organisations. A central role in those reformations has the public middle chief who often is the one to implemented reforms to the organiza-tion's staff.This study is examining the role of the public middle manager in care organisations dur-ing the implementation of common ideologies value foundation in a present organisa-tion's reform. The study tries to elucidate in which way the public middle managers in municipal care organisations experience their roles, which expectations the management of the organisation has on their roles and how a present organisation changes inflict on the contents of the role. If the middle manager in a municipal care organisation feels like normative for the personal group is another aspect.There are four concepts used as theoretic framework in the study, organization, imple-mentation and public middle managers in a general aspect and the middle manager in a municipal care organisation in a specific aspect.

Background: The use of reward systems can be of strategic importance as well as an affective mean of control for the organization in its work to achieve its goals. The municipal sector is characterized by its transparency and its responsibility for the taxpayer?s money. We therefore wonder which possibilities the municipal sector has to use reward systems as a men of control. Purpose: We intend to research the possibilities that the reward system offer as a mean of control for employees at the higher municipal level, with a special focus on commitment and motivation.

The purpose of this bachelor thesis is to study, describe andimprove the understanding of voluntary driven libraries. How doesthe library staff view their role? How is the library operationworking in respect of economy, organization structure and systemsof rules? Research methods I used were semistructured interviewsand document research.The theoretical framework was based on Joacim Hansson´sdiscussion about libraries in a local community, Henning Bang´sdiscussion about organization culture and the Swedishgovernment´s non- profit advisory group`s discussion aboutvoluntary work.The results of this study shows that the library staff are enthusiastsmotivated by a wish to spread literature to people who find itdifficult to visit municipal libraries. Other motives for theirvoluntary work is the opportunity for being a part of a socialcommunity, to be surrounded by books and to activate body andsenses. The results of this study also shows that the voluntarylibrary system differ from the traditional, municipal library systemconcerning economy, organization structure and set of rules..

Background: Municipalities are organizations facing a turbulent environment characterized by social, economical and political changes. It is the responsibility of the topleaders of the municipality (the municipal manager and the chairman of the local government board) to manage the situation and to make sure that the organization continuously develops. Purpose: To explain, from a leadership perspective, how the municipal topleaders'duties have developed during the past 25 years. Results: The municipal topleaders have nowadays got more issues to handle. Cooperation, networks and projects have increased, like international issues.

The purpose of the study was to investigate how inventories of suspected polluted areas as a part of the planned control of existing companies cab be designed in order to achieve as great effect as possible. The study was conducted in cooperation with Piteå municipality. An analysis of regional inventory projects, local municipal strategies and a pilot study in Piteå was conducted. The experience from both the regional projects and the pilot study was that in order to achieve an effective control a number of factors were inportant: an efficient selection of companies, a good dialogue between the controlling agency and the companies, sufficient resources, education of municipal inspectors and guidance for decisionmaking. Another inportant result was that the municipal planning can prevent an efficient inventory if the control of city development projects is allowed to take time from the planned control.

Information is one of the organization's essential resources, and as such it needs strategic management. The authors use the information audit, which was developed by Orna 1999 and Henczel 2000 as a tool to evaluate how well an organization's information activities connect to its mission, goals, and objectives, to evaluate the municipal politicians' information support in Härryda municipality. The decision situations met by politicians often are complex; they are ambiguous and unstructured, with a high level of uncertainty. Human information sources meet needs arising in this kind of decision situations best. Since most of the politicians work full-time besides being politicians, Härryda municipality has to substitute the human sources by textual ones composed of highly summarized information.

This paper is a study of corporate governances in the municipal of Stockholm. The purpose of this paper is to enlighten the problems and opportunities for the corporate governances of the wards in the municipal of Stockholm. The municipal of Stockholm is made up of 18 relatively self-governing wards, whose activities bear a resemblance to one and other. Therefore we have specified our survey to corporate governances in the ward of Skarpnäck (Skarpnäcks stadsdel), to be able to use this ward as an example to corporate governances in the entire municipal of Stockholm. AbstractThe purpose was to investigate whether a recovery perspective, viewed from a psychosocial approach is applied in municipal / private and county related care and rehabilitation. A recovery perspective means that the attending staff ensures that the clients are viewed as holistic individuals, where all aspects of life are considered to ensure adequate care and rehabilitation. A questionnaire was answered by staff in psychiatry, social psychiatry and addiction treatment from different areas of the municipal / private and county related sector.The results show no difference in application of a recovery perspective between these two types of organizations. However, there is a slight tendency (non-significant) to lower-rated general individual competencies for municipal / private. There is also a strong tendency (non-significant) to a general difference between the aspects of the implemented recovery perspective, where the tendency is that the respondents as a whole estimate that the organization to a greater degree creates good conditions for a recovery perspective compared to the degree they are actually working on that basis.

A variety of studies have been conducted on the use of the balanced scorecard in the public sector. Fewer studies, however, is made at a lower, more local level within municipal departments. The aim is to describe the scorecard application by two different departments, while scorecard adjustment over time and actors and their rules are addressed in this context. This has led us to the following problem: How can scorecard application be described in two different departments in a municipal context? In the theoretical framework we presented fundamental theories of balanced scorecard in different contexts, a scorecards translation process and the rules that guide and limit the actors in the organization.

This essay studies the practice of both the political and the administrative leadership at the municipal level from the point of view of the politicians and the chief officers leadership role, and the relationship between politicians and administrators. I discuss and analyse how politicians and senior officials practice leadership, differences or similarities and if their practice of leadership raises any challenges in a democratic framework at the municipal level. I conducted interviews with the municipal political leader and the head of administration at the municipal level in Karlshamn and Sölvesborg. In the analysis I discuss communication as a leadership process which highlights ?enabling elements? and potentials of the leadership process.
